New Workplace Cleaning Laws Take Effect July 1, 2025

The Ontario government is introducing Bill 190, mandating stricter protocols for the cleaning and documentation of employee washroom facilities. Starting July 1, employers must meet specific standards to ensure clean, safe workplaces—and maintain accessible cleaning records or face fines of up to $100,000.

What is Bill 190?

Bill 190 introduces two key phases of regulatory enforcement:

Phase 1 – July 1, 2025

All employers must:

  • Ensure employee washrooms are properly cleaned and sanitized.

  • Maintain clear, accessible records of all cleaning activity.

  • Be prepared to provide cleaning records showing date and time of service when requested.

Phase 2 – January 1, 2026

Two new OHSA regulations come into effect:

  • Reg. 480/24 – Cleaning records must be physically posted near washrooms or made electronically accessible with instructions for access. Records must show at least the two most recent cleanings.

  • Reg. 482/24 – For construction sites, records must include all washroom cleanings (including porta-potties), accessible for the duration of the project or past 6 months.
